In September 2009 the Wisconsin State Legislature formed a fact finding committee, the Groundwater Working Group, chaired by Senator Mark Miller and Representative Spencer Black. The working group met for the first time on September 24, 2009.

In October 24 2009, the State Legislative Groundwater Working Group visited the Little Plover River to gather information to be used in drafting new groundwater protection legislation. Ironically, it poured rain that day, but that did not deter legislators, their staff, and the many Friends of the Little Plover River who were present. Friends member Barbara Gifford prepared nine copies of scientific reports which Representative Louis Molepkse, Jr. gave to fellow legislators. Representative Molepske said "Central Wisconsin is a poster child for why we need a new groundwater law, with the many types of water usage here."

On November 4, 2009, Working Group member Louis Molepke, Jr. entered into te record the scientific reports and informational material provided by the Friends of the Little Plover River.

Friends of the Little Plover River, Barb Feltz, Barb Gifford, Jerry Knuth, regularly attended Groundwater Working Group meetings in Madison.

Even though new groundwater legislation was not brought to the floor for a vote in the 2009-2010 Legislative Session, the Friends continue to be an advocate for the preservation of the groundwater that gives life to 90% of Wisconsin's rivers and lakes.
- Since 2009 Friends members have paticipated in the Wisconsin League of Conservation Voters Conservation Lobby Day.
